The “Russian Secrets” investigation, in which Le Monde took part, reveals that in the depths of the Barents Sea, on the edge of the Arctic Ocean, Moscow has deployed a secret underwater network made up of thousands of kilometers of cables, sensors and sonars to protect its nuclear sites. This surveillance and espionage system, designed to detect NATO submarines, relies on cutting-edge equipment from Europe, the United States and Japan, acquired through an opaque network of shell companies.
Our collaborative investigation, coordinated by German television channel NDR, provided new details about this secret military project, known as Harmony (Гармо́ния). By cross-referencing German court documents, leaked financial records, open-source research and interviews with military and scientific experts, Le Monde and its nine partners were able to dissect how Russia has put together this strategic underwater surveillance network since 2012.
